Dover welcomes millions of visitors every year and is commonly known as the ‘Gateway to England’.
With its iconic White Cliffs and one of the world’s premier seaports, this historic maritime destination entices over 30 million annual ferry passengers on their way to and from France. This was the perfect place to build a new retail park development, situated only a few minutes from the port that would act as a ‘waiting area’ for those on their travels.
Opening in March 2018, this £53.25 million pound project has given the seaside town a new lease of life, along with business opportunities and social areas for residents and visitors. Demolishing Dover’s ugliest tower block, Burlington House in February 2016 allowed this scheme to move forward in all its glory.

We focus on urban regeneration and this location fitted the mould. We recognised that it had great potential. Dover District Council local authority were proactive, and the end goal was attractive to them

With master planning led by Hyland Edgar Driver, and landscape design led by Margaret Twigg, Margathe trees threaded throughout the scheme were identified as a key feature for the car parking areas with a large canopy cover. To ensure maximum growth for the green infrastructure, GreenBlue’s StrataCell load-bearing soil support cells were specified within the drawings, allowing vehicle overrun and conjoined tree pits. Above ground, the Ullswater vertical steel tree guards and galvanised castle tree grilles provide a high-quality finish and protection for the trees.
Construction specialist RG Group, of West Malling, took charge at the St James’ development, with Maidstone-based Gallagher Group sub-contracting the scheme. The news of awarded companies was announced by the scheme’s project leader and financier Legal & General.

St James’s retail development is now home to a variety of popular fashion, dining, leisure, and fitness activities for the whole family, with lots to offer from popular restaurants, stores, cinema, and gym venues. Offering 445 parking spaces, it’s been made easily assessable and convenient for passers-by and residents.
Trees are stress relievers; reducing anxiety, therefore, the incorporation of trees mitigates some of the psychological precursors of crime and violence.
St James’ was formally granted the prestigious Park Mark Safer Parking Scheme award that recognises car parks with measures in place that actively deter crime and the fear of crime in car parks and continues to be a prime social area for Dover centre.
New challenges are emerging for coastal communities with the cost-of-living causing an impact on already struggling households and businesses. It is more important than ever that the public sectors operating in the field of coastal regeneration come together to discuss resources and solutions available to help build their regeneration strategies around the needs and voice of the communities they serve.
